DOT specs are 1.2% downward angle aim for headlights, which is where the 2-3" drop at 25ft comes from. At only 5 ft, the drop would only be 1/2", which would be next to impossible to measure correctly. This is why the measurements are done at 25ft.

im not really understanding what B is...
B. This is the amount of slope the headlights have to meet DOT specs. At 25ft, the lower step of the cutoff should be 2.1-2.5" below the middle of the projector, which is the reference line in red that you marked using the masking tape previously. Check each headlight seperately to make sure the lower step falls on this line.

(b) = (new distance/25 ft) * 2.5

hope that makes sense.

Its weird whenever I turn the screw on mine, in either direction, I cannot actually get my headlight beams to raise or lower, and unfortunatly my HID fogs are currently pointing like my headlights should be, and my headlight HID's are pointed at the floor right in front of my car. Anyone have any suggestions ?

Try using a socket to turn the bolt at the end of the adjustment mechanism as some screwdrivers don't turn the gear very well. If that doesn't work, then likely you've unscrewed the projector completely off the adjustment screw and will likely have to take apart the headlights to fix the problem

For the record I am performing this on 2003 Sedan headlights, so no projector and no stock HIDs (however there are HID's in the headlights and fogs now).

Its the same concept though, the reflector bowl is held to the headlight with adjustment screws. I also think your HID's you installed will cause lots of glare and blind other drivers. IMO you should remove them immediately

There are 3 actually, not sure which one you are referring to though, a picture would be best

so this will remedy any recalled 06+ lights floating out there? you would think if it's just an aiming issue, they could do the adjustments under warranty? shirley there must be some sort of build quality/issue they're replacing these left and right instead of re-aiming them. what would be the difference between updated 06 lights and re-aimed lights? if not a huge difference, may be worth picking up some defective ones and adjust per the post.

No, some of the recalled headlights have issues with rotational misalignment which cannot be fixed by reaiming. The only way to fix those headlights is to actually take them apart and readjust the internals of the projectors themselves. You never know what you are going to get with the recalled headlights on ebay so IMO it is not worth it.
