For the paint, you can get them at walmart, autozone, home depot, or anywhere they sell paint.
I personally will only use Montana spray paint because they are much better quality than Duplicolor, Krylon, etc. They are made for graffiti and you can get them in a variety of colors, gloss or matte finishes, and I believe they have a primer that is already mixed within the actual paint. When I used the matte black on my OEM 17's I didn't even clear it and I used one good coat and it last a good month or so until I sold them. No chips, except for my carelessness when I was removing lug nuts.
Depending on the paint line you get from Montana, the cans are between $5 and $10 per can, HOWEVER, some of the cans, like the one I just recently got that is $10 per can is almost twice the size of a normal can (750 mL as opposed to roughly 400 mL).

I have used dupicolor twice now. i used the graphite color on my oem 17" and they turned out great, granted after over a year there were a few chips from rocks or removing the lug nuts. I just recently re did the 19" rays I picked up for steal. I decided to use silver for these. I plan on having them stripped soon and having the powdercoated in a chrome. But I will post some pics in a few.
