I got mine brand new, factory sealed a while back.

Fronts were painted inside and outside.
Rears were painted only on the outside face.

Neither mattered to me as i sanded and repainted them anyway.

The markings by the nipple seem more like grease marks and i wouldn't be concerned about it. The tapered bolts are normal. Overall, just looking at your photos, they look brand new to me.
