Adjusting front Toe

Adjusting front Toe
Sorry in advance if this is a stupid qeustion, but I've searched on google and the boards and haven't seen quite enough info yet.
I dropped my car quite a bit more than I probably should have and need an alignment, unfortunately my front Toe is so far out/negative that it just doesn't feel safe to drive. So I need to adjust the tie rods to bring it a little bit closer to normal before I take it for an alignment since the closest shop is about 15 miles away on 45+ mph roads.
As I'm adjusting the tie rods to bring the toe at least closer to where it should be, what's the recommended process for that? Should I turn the wheels so I can get a wrench in there or should I jack the car up and make a best guess? I didn't know if the resistance of the tires on pavement would make it more difficult than it should be or if that's the best way to go to eyeball it.
