Hood won't close

I popped my hood open to put more windshield washer fluid. When I closed my hood it would not latch. The hood seemed to haves shift and raised up on the passenger aide. The hood shifted about half an inch from the latch. I am using a bungee cord to keep my hood down to drive. Any ideas what may have caused it and to fix it? Thanks!

It's very common for the hinges to seize on these cars.
You will most likely have to replace them.
