I'm an optometrist and i confirm shader7's post. last i heard, a doctor's note will only allow you to use a removable window shade during daylight hours, which looks horrible. there used to be a time when it was allowed but the courts wised up to it due to a sudden increase in the population of people "deathly" allergic to sunlight!!!!

I have 5% tint on all my windows and so far no one seems to care. Just roll down your windows if a cop ever rides right next to you. If they are just passin by dont even bother they dont care, well not in my area at least. All they do is talk on their cell phones and drive.

It depends. If tint is the only thing outwordly non-stock about your car, they probably won't pull you over just to give you a ticket for it. If your car is slammed to the ground, body kit, big bi-plane wing, coffee-can exhaust, etc.. they'll pull you over to give you a ticket for everything they can, if they're in the mood.
I got a speeding ticket in a 92 Accord, stock, with Texas-legal but Cali-illegal tint. CHP officer didn't say anything about the tint on my car at all.
