Radiator & A/C Condenser Cooling Fan Assembly

Can someone tell me when the a/c condenser cooling fan turns on? I came back from a roadtrip and on the way home I hit an unidentified lying object. I'm pretty sure it was an animal considering I found strands of fur on my tire. It tore through my bumper and broke the tab on the condenser cooling fan but doesn't look like it affected the wiring? So when I turned on the a/c to see if the fan would turn on nothing happened. It's 54 degrees outside if that matters

Your FSM describes everything, usually interrelated with ambient and coolant temps along with compressor output pressure............Wait until 80F outside or if you must use Consult III to test turn on.

thanks the site where i was looking at the fsm wouldn't load all the pages so i can't access it for now.
