what tells the ac/condenser fans to spin up?

Is it the ECU or something else?

I notice that there is a little bit of delay on my fans once i turn my ac on. It takes a few seconds for them to start up. Sometimes the driver's side fan doesn't even spin, and i have to bang around the area and it will start up. Not sure if its my fan motors acting up, or something else that is causing the delay.

so i guess before i attempt to get my car fixed, i should try the reset ecu method to see if that will fix my problem?

Are you actually having problems ( car overheating or a/c not working ) or are you just worried that the fan operation doesn't seem normal? Both fans are independant and the ecu decides when to turn them on based on various factors.

I see... well I am having overheating issues when my car is idle. This seems to happen when the A/C is on. It use to start blowing warm air out after letting the engine idle for a few. But now the overheating problems seem to be going away and coming back. So I am just trying to pinpoint where the problem is. Seems like its my fan tho. Cause when I bang around the shroud area of the fan, the fan starts spinning up. My fans just act differently a lot.

My a/c has went from high to low before on it's own, but just briefly. It dips down like I set it to the lowest setting, then goes back up again and all is fine. I haven't searched the issue or anything, so I really don't know if it's a problem or normal behavior.
