Does having the CEL on bog down the engine?

Here are the codes:
P0420 TW (Two-Way) Catalyst System, Bank 1
P0430 TW Catalyst System, Bank 2
Again I have no cats on my car. I just had it dyno'd and there's a spike in power in 3rd gear then it drops away really quick. I'm gonna get it tuned sometime in the near future. I'll keep everyone posted if I find a way to get rid of the CEL.
