He can actually go to the attorney generals office and file a claim. The dealer is trying to get one over on him. They are 100% liable for his vehicle. The insurance will take care of it but they will go after the dealership. I had a similar situation like that happen to me. I blew my motor in my car and it went back under warranty. While there my rims, head and taillights were stolen. Come to find out someone copied my key and took everything. I found it who it was. got my stuff back handed the service tech an @ss whippin of his lifetime and sued.
