Car tint in California
Well according to California Vehicle Code, front three windows cannot be tinted at all but according to Tintcenter.com, as long as 70% is able to come through the windows, you're in good shape. IMO, just tint the damn thing and if you got a fix it ticket, take it off and put it back on.

Would the "fix it" fee be higher the more times you get cited?

The windshield and front driver's side and passenger's side windows cannot receive any aftermarket tinting.
If the rear window of a vehicle is tinted, the vehicle must have outside rearview mirrors on both sides.
However, legislation signed into law effective January 1, 1999, exempts from the above prohibition specified clear, colorless, and transparent material that is installed, affixed, or applied to the front driver and passenger side windows for the specific purpose of reducing ultraviolet rays. If, as, or when this material becomes torn, bubbled or otherwise worn, it must be removed or replaced.
So you CAN tint your side windows legally BUT it has to be "clear" tint, which apparently exists but I've never seen available in a tint shop. For what it's worth I had rear 3 windows 35% and two side windows 50% on a previous car and in 7 years never had a problem (your mileage may vary)

I just did 35% all around and in the day, it doesn't look too bad. At night is when you might get sweated by cops with your windows rolled up, especially mif you have dark interior.
there is a comment on the california citation template that states that the fix-it ticket fee MAY be higher if it is not the first infraction

I've gotten only one tint ticket in over 5 years of driving in Cali with tinted front windows - you'd have to have enormous bad luck to get cited more than one time. Back when I was a teenager, I got countless speeding citations and neither LAPD nor CHP ever bothered to cite me for the 5% tint that I had (although they often commented on it and strongly suggested that I remove it).
There are simply too many cars on the road with tinted front windows. You have to really give a cop an excuse to give you a citation for tint.

Darkness of tint is measured by Visible Light Transmission percentage (VLT%). In
California, this percentage refers to percentage of visible light allowed in through the combination of film and the window.
Windshield Non-reflective tint is allowed on the top 4 inches of the
windshield
Front Side Windows Must allow more than 70% of light in.
Back Side Windows Any darkness can be used.
Rear Window Any darkness can be used.

ive got 15% all around black on black and live in beverly hills where the cops are everywhere! got pulled over for my front license plate not being on twice and neither said anything about the tints. i just rolled it down before he got there.
Trust me on this... There is NO legal aftermarket tint level on the driver or passenger front windows. Tint shops offer "Legal" tint but they're just banking on the fact that it's light enough to not be blatant. There are two ways to look at this though.
#1 it gives a cop an excuse to pull you over. If he wants he can site you for it. There is no court date you will just need to pay a fine, an administrative fee and get it signed off.
#2 it gives a cop something else to site you for if he pulls you over for a moving violation but decides that you are nice enough to just write you a fix-it ticket.
