How about the original poster just follows the wires and takes pics for us?
No matter what it used to be, I'm sure you can retrofit it to do something nifty...you've certainly been given plenty of suggestions in this thread. I'd turn it into a license plate masker.

Unfortunately I have injured my back and can't pursue any further. Rest assured I'll get to the bottom of this but for now you will all need to wait in anticipation.

That switch goes directly to the flex capacitor which is located behind the back seat. When you get up to 88mph hit the switch and see what happens.

Maybe it was a volume control for a subwoofer.
On/Off is a steep curve for volume control.

Options so far:
Amp On/Off: Probably not, they make a remote lead for this job
Exhaust Cutout: Likely, looks like a switch for that kind of thing
Ricer Lights: Also likely. A likely spot for the switch, too.
Fog Lights: I'd think the switch would be on the dash. Running the wire back here is extra work, and not a likely position for fogs.

Whatever it was, it's likely disconnected, so we'll never know.
