They are a unit extension connected to the valve stem extended inside of the tire. If your new wheel will even accept them is what you first need to know. Many will not.
You will have to have someone that knows how to work with these things remove them from inside of the old tire, rebalance the old tire if you want to keep the old tire on the old wheel, then put them in the new wheel/tire. There is one in each wheel, and a central unit under your glove box that reads their signals.

No, the low tire pressure light will not be on all the time. But it will turn on after driving for 30-45 minutes. It turns back off when you turn the car off and turn it back on.
