I'd say they're pretty necessary. They're there to keep the dirt and crap out of your car. There are two solutions to your problem.
1.) Locking valve caps.
2.) Whenever you check your tire pressures, take a wrench and torque the valve stem caps REAL TIGHT. Nobody will be able to remove the valve stem caps with their bare hands and all you need to do is just use that same wrench and easily remove the valve stem caps when you need to check tire pressures again.

You want to be careful using a wrench on the valve caps. I would just get a couple extra caps at your local auto parts store. They're fairly cheap to replace.

I just went with the cheap gray plastic ones (looks better than the black plastic ones) from pep boys after mine got stolen the second time. I was thinking about machining some copper ones and hooking up some voltage to them when my alarm is armed and frying the hell out of the next lowlife a##hole that tries to swipe them, ha ha.
