Washed my car and I get this.....
I would take it to a quality bodyshop. They are going to have to strip off the remaining paint before respraying. There is no way I would let anyone respray without addressing the peeling problem or your new paint stands a very good chance of lifting.
I'd look at ONR before and see if that didn't cause the chipping. I have never used ONR, so I don't know how it works, but it surely is a chemical that acts a certain way, and it is - as the name implies - meant to not be rinsed.
If the paint that tore off in the shape of mother theresa you would have yourself an ebay item there, but the only thing I can make out there is a punched in monkey face.

ONR is definitely NOT the problem. It is an awesome wash product and is paint and wheel safe. I've used it for a long time with absolutely no issues whatsoever.
I'd also be concerned what other parts of the car have been repainted. The roof, maybe the front, the hood, the trunk? who knows. I'd take a good look now instead of having the same issue with another part of your car a month down the road.
