Paint thinner would probably work fine, but since you've already painted the exhaust, you might lose some of that luster that the OEM exhaust already has. After you get the paint off, I would suggest getting some polish and shining that exhaust back to its appropriate finish.

....No it doesn't look that bad, I've seen better looking backsides on monkeys at the zoo....they were red too!
