So they sent you a build sheet with cheaper parts listed on it for a total of 10K. Now they are going to update it with with more expessive) parts (rods and pistons) and more motor work (five angle valve job with titanium retainers, locators ,and keepers )for the exact same price??? just dosent sound right!
Maybe not, but it could warn others to stay away from a particular shop. (if the shop is mentioned)

How about posting the shop
PERHAPS someone can either give you a good or bad review about them.
On another note.
CALL AN ATTORNEY. we can only speculate and give you some basic knowledge. Ultimately you have to take the fight to the court, also your LAWYER will tell you if you Should tear down the engine, or ???? because all in all your money is in the line and perhaps a small technicality can ruin your case.
