You might try a headlight restoration kit from Mother's or Meguiars. I think that the gauge cluster plastic would be similar to the headlight. They come with a polishing pad or ball that you use with a drill. Would be easier than doing it by hand. If you wish to try it by hand Mequiars also makes a product called PlastX which is a plastic cleaner/polish.

I had this same problem but where the clock and display are. I can confirm that the turtle wax headlight restoration kit does for work for this problem. My only suggestion would be to remove the display glass before doing this. I found after doing this that the 1st compound would creep into the crevices where the clock is and leave the compound in there. Removing the clock and display isn't really that hard.

I think I know what cause the stain on the plastic. I noticed this after cleaning the seat with the leather clean. I spray the leather cleaner onto a towel and some of the overspray hit the cluster. Luckily it was small area over the fuel indicator. I will try to headlight restoration and see if it works on this too.
