Yes you do unless you buy the Front Mount that the other user referred to. I run with no front plates even though my state requires a front and back. I've only been stopped once and it was for a fix it ticket without any fee involved. If your bumper isn't drilled yet, either invest in the mount linked to already, run without the front plate and just take care of the fix it tickets as they come in (assuming you live in an area that's pretty lenient on that sort of thing) or use zip ties to zip tie it off to the side.
