Honestly hand down the easiest way to do this man, PLASTI DIP them. It not only will cover most of the curb rash WITHOUT needing sanding, but you can just peel it right off when ever you get tired you can spray paint over it,or plasti dip a diff color over it.

Seriously bro, its by far the best easiest and cheapest way for you to go about achieving what you want. GL

Yeah I was going to say to plastidip them white first to see what it looks like
then if you like it and want it to be permanent thats when you start sanding and painting and everything else.

So what I did was sand the deep scratches with a 80, 120 to smooth it out and sand blast the whole rim with a 320, 400, I'm on the cleaning part now and I will be using self etching primer also, do I need to sand the primer after a few coats or I should be able to clean and then paint the wheels? So far they are looking alot better and can I use regular car paint that matches my car code or has to be high heat special paint?

No need for heat paint, regular automotive paint will be just fine. Also yhea alway sand primer before paint.
