P1564 C1143 VDC off SLIP on and no horn

P1564 is for the cruise control buttons.
C1143 is for the steering angle switch.
Both of which run through the clock spring, I suspect your clock spring failed, it's not uncommon. Horn also goes through the clock spring which merely confirms my suspicion.
VDC/SLIP lights will be on because the vehicle cannot read the steering angle sensor.
