Depends on which state. I believe that the Stillen stage 1 and stage 2 are the only 50 state legal units available at the moment.

i heard that the hks was carb approved, but hks doesn't make as much hp compared to other companies.

Only thing I'm aware of is if you tamper with emissions equipment. That makes things illegal at the federal level, I THINK.

Certain states like Cali are very restrictive in what you're allowed to change; I'm no expert in this, though.

In California, CARB rules. (California Air Resources Board)

A manufacturer has to pay for a very expensive test that is approved by CARB, and if it passes CARB issues an EO (Executive Order) for that product on that car. At least that's what I understand.
