depending on where you live.. it can be done very easily. In NY i know of a half a dozen places, however, I don't recommend it man, not worth the trouble that it can cause in the future.
and, contrary to all the posts here, it is NOT impossible. In fact, it could be done in less then 15 min with the right equipment.
I still wouldn't do it tho, money is money, getting **** raped in prison is def not worth it.

wouldnt do hard time, my friend does it to his maxima once in a while cause hes a scumbag, but what you gonna do some people gotta learn the hardway. and ye i agree with rs2183 seriously ANYONE could do this for you, you could just ask around youd be suprised who knows about guys like this. esp in ny

Insurance on a salvaged car is outrageous? Umm, only if it's missing important items like airbags, abs, etc. If the car passes DMV inspection and has a rebuilt title, why would insurance be so outrageous? If it's because his accident was at-fault, maybe, but why didn't he just get rid of the car if it was junked and he knew this was gonna follow?

first of all...if you've gotten an oil change, registered the car, accident, smog, etc, your mileage has been recorded. If you're mileage at a later date is at a lower mileage than one recorded, automatically a red flag is sent up and you're screwed. Now your car is worth half as much. I was looking at a m3 with "true mileage unknown" on the title, and a local dealer told me to be safe, take the mileage present and add 150K to it. This is how they buy cars with TMU. It's not worth it at all. Plus with carfax's so easy to get, people have easy access to this info.
In california you have to pay 1 dollar for every mile you take back, so 20,000 miles means 20,000 dollars. Plus it's so easy to get caught. Mileages are recorded everywhere, to prevent this very thing.
Suck it up, pay the 15 cents a mile and get on with your life. Or if you've kept the car in really good condition, buy out the car from the dealer, and sell it privately. I know these are Japanese cars and will last a long time, but it's bad karma dude. What if you bought a car and had the mileage tampered with and you didn't know.
Don't do it, but if you must, take a piece of masking tape, write the mileage you want on it, and put it up for sale. Who gives a **** if it's a Federal Law. If the guy wants to do it let him do it. Don't know the way to do it, then don't reply.
