Reading idle RPM

Probably a super noobish question but I searched.
I read one thread where a poster said the 2nd tick after 0 is 500 RPM, it that correct? And I suppose every tick till 1000 is in 100 RPM increments?
Did I read wrong?

I think you are right, but I wouldn't trust the accuracy of the stock gauges
