UPDATE:
I found a replacement Fuel Door Actuator
Part #78850AL500 for $67. It will take 5 minutes to replace.

This happened to me one time. I took my g/f's '03 G Coupe out and it needed gas the light was on.
I pulled into the gas station and start pressing the fuel door it's not popping open. Now I'm in a semi-panic feeling like a complete idiot cause I can't get the fuel door open. I call the g/f.
We both work at Carmax. She had this happen to her on a G sedan. For 15 minutes she and a few other people couldn't figure out how to get it to open, and then somebody decided to hit the unlock button and it popped open. I completely forgot about it and she suggested it and it popped open.
Still not quite sure why the car has that feature.

Push the new actuator through the hole, twist the rataining ring back on and plug the electrical connector back on and that's it.
Not worth a drive to the dealer unless it's a warranty repair.
