if i'm not mistaken, they're ALL illegal in CA. even if they're off.

Illegal decorative lights (24003 VC).
Illegal lights, whether or not they are operating. It is illegal just to have them on the vehicle (24003 VC).

they are legal if you are not in motion, once you start driving and turn em off be prepared to get pulled over quick.

It is actually legal to shoot you if you have lights under your car in 26 states.
