To the OP.
The bottom light is the Fog/high beam. Your top light is your low beam. If you have daytime running lights then you have the Canadian spec version of our car. As far as I know the US chapter never gave us the option.
Check to see if your fog switch is turned on or not. If it is off and you don't have DRL's, then check your wiring (previous owner could have had it rewired).
If the wiring is good and they still won't come on, then check the following
-If you have HID, then it sounds like your HID fuses are out, or your ballasts/ignitors have gone bad.
-If they are Halogen and have been tested on another car, then it should be your fuses (or even a rarer issue of the switch being bad)
my head lights have day time running lights which turn on when. all fuses work (fuse box on driver side, two fuse boxes in the engine bay checked). low beam does not work. As I mentioned when i turn on the lights, the high beam goes on. when i flip the high beam button in the car the high beam get more intense. When head light is removed and tested on another veheicle both lights turn on like normal. I guess the previous owner may have made the some modifications so that high beam light source fucntion as the low beam and high beam.

try to look at where ur light switch is at,
notice u can turn ur head lights on, and theres a lil thing u can switch, i dunno what it's called, but u can switch that forward and the top and bottom will remain on. and u can switch it backward and the bottom fogs stays off.
or u can look in the manual that came with ur toy.

right..ok. that same switch, only turns on the high beam.. I've had quite a few cars now. That switch only seems to turn on the high beam. I guess there must be some modification done that i did not know about.

So many details...... I have an 03.5 and it did come with HIDs, just had pass side low beam go out on me and called dealer to see which bulb I needed and he verified by VIN that I need HID bulbs.
