Try Gorilla glue. It works wonders if applied to a clean surface correctly.

If it is ripping or tearing, search "Home Depot lip" for a cheap replacement option.

Get the N1 ebay lip, looks 100x better and is only 100 bucks

When you search home depot lip, you'll probably find my thread on it as well. I ripped that weird air dam off the first day. Half was already gone, so I finished the job and put the home depot lip on. Worked for a while, but I inevitably bought a new bumper.... and 10000001 other things.

gorrilla glue is messy and ugly. yank it off and get a lip, or put on the HD lip.

im trying to keep the stock look.

i havent found a lip that i actually like. The OEM one is probally the cleanest, but it doesnt flow too well with the car i dont think.

dont try gluing it back, it wont stick. best bet is to jus take out the whole rubber piece or replace it with a different lip or bumper

If you want to fix it/keep it on there, just make some little right angle metal brackets and use a screw to hold the bracket to the backside of the lip, and then one to hold the bracket to the bumper.. Thats what I did and mine is holding up fine now.. It was 1/3 off when i put a little bracket on there.. I might have to do the other side this spring.. but we'll see i guess.

Sorta like this: (sorry my illustration sux) 1 inch x 1 inch approx
