bc coilovers maxed out but want moar low
i maxed out my coils but it wont let me go lower. can i take out a collar or something to go lower? if so which one?

The bottom collar is the one used for adjustments. If it was maxed out, it should be all the way up, towards the top collars.....unless there is no more thread on the strut? I can't tell from the pic
Is that maxed out? It will not thread any more into the body? Removing any of the collars will not help, if the shock tube is maxed out in the body.

Is collar "C" all the way up against Collar "A" and "B"?
You can remove collar C and have collar A and B sit on the top of the perch. If you need even more you can remove collar B. If you remove both it will give you about another inch.
BTW, is this front or rear? You didn't specify if it's a true coil rear or actually the front.
There is a tonne of guys slammed on BCs so you must be doing something wrong.
It will because it will allow the strut perch to sit closer to the other collars therefore making the strut shorter.
Pull out collar B and see if that's enough for you.
Also, go measure your front fender to ground. I just remembered you're on 18s and there isn't anyone slammed on 18s except Grant and I and we're both on Stance coils (which go much lower than BCs)

Based on my ride height in the rear on BCs (24 3/8") sounds like you are maxed out. I've heard of people removing the collars to go lower, but honestly I'm not sure which one.
