Steering Binding When Turning

Hi guys

I have a problem on my 2006 G35x with 213K miles. Just within the last week I've been having a problem where after I drive for 5 to 10 minutes, the steering wheel starts to bind when turning it in any direction. It doesnt matter if I'm parked or driving. This happens at any speed. I have to really really fight the wheel to pull it back. It does not come back to me. I feel like it has no power steering.

Things I've checked:

New power steering fluid and at the correct level
Belts are tight
No whining from the power steering pump.
Suspension is functioning normally
No leaks

The wierd thing is that if I shut the car off and restart it, the power steering returns to normal and smooth. Does this sound like a pump failure? Or steering rack?

I had a similar issue with my 06. It felt like I had no PS. I checked my fluid it was good, pinched off a hose to get the pump to whine it did, and didn't see any leaks. I then found out there is a small u-joint on the steering shaft that is prone to go bad. I hit it was a hammer and sprayed some lubricant on it. It freed up and made turning a lot easier for a little while and then it came back again. I had my mechanic replace it for me and the car hasn't had a problem since.
