I'm not sure about the once a year thing. I'd bet that belt tension is the culprit if you are changing belts that often. Once new belts are installed, they will stretch out a little. So it is a good idea to check belt tension every 6 months or so. If a belt is slipping, a glaze will form where the belt contacts the pulleys. That glaze is what causes belts to slip even more in damp weather causing that squealing noise. Have the belt tension checked first. If the belts are over 3 years old, replace them.
