It's only removed from the heavy side, whereas with wheel balancing, you add weight to the lighter side. It was most likely performed after the blanks were drilled and slotted. I have to say that it doesn't reflect well on the quality of the rotors to have so much material milled off to achieve proper balance.

Better brake pads are the only thing you listed that actually helps improve braking power. The lines and fluid only improves response and feel.
