that procedure is for the older non-keyless models. only the dealer can program the fobs. I bought one off ebay as the only one I got with my car was worn. I had to take it to dealer and get it programming for $60. They didn't cut the key, I'm not sure if they forgot or what. Having a consult III, like others said, it not enough - dealers also have some kind of card-add on or something for key programming.
