Just because you don't hear the washer fluid pump operating doesn't mean the pump itself is bad, unplug the connector, one side should have continuity to ground, the other side should have...?? 5v when the pump switch is operated from inside the car. If you don't have any voltage to the pump motor then troubleshoot the circuit back to the switch and it's fuse. If you have voltage then it's probably the washer pump motor, if you run the washer fluid reservoir dry you will burn that motor out in a heartbeat, never run it dry.
