Car seems to rev up / stutter when slowing down/braking

I have a feeling that this rev/stutter is normal. If there is no check engine light, then the car probably has no issue. That being said, the engine does have the engine braking, as mentioned earlier, which is what you might be experiencing. This feature is very apparent when going down on hills.

Nobody can tell you for sure. It may be better to post a video so we know what you are talking about.

I had a similar problem in a older car, a Holden Calibra. It felt like it was possessed and wanted to kill me. I'd slow down for traffic lights and when it had almost stopped, the engine would rev high and nearly force me into on coming traffic.

Turned out it was a blocked Idle control switch.

Check for vacuum leaks. In my 240sx/rb26 it had the same issues and there were vacuum leaks.
