So I hear a static like sound coming from the area where the BCM is and now windows won't go back up and dome light is not coming on. The car runs fine the door locks unlock but don't lock is this a function of the BCM? No fuses are out and the car runs fine.

 

trying the disconnect the battery thing but I have never had that work to reset anything except radio stations on this car.

 

No it cannot be reset.

As an electrician, whenever people say they hear a "static like sound" it's almost ALWAYS something shorting out and arcing. Get your head down there with a flashlight and make sure it's not going to catch your car on fire.
