But it would be better to have to deal with whatever "mess" than to hang out members to dry by having them warn about bad sellers/buyers in whatever various sections they think it will get noticed.

It's not only about posting issues that don't get resolved. It's about having a dedicated forum to bring possible issues to light and to get them resolved. I don't see how the moderators having to address the threads in one section is any harder/easier than having to randomly come accross the same thread in all the other sections and dealing with them there.
