Unordinary problem
you need to go to the dealer and buy the little plastic clips that hold it in assuming you havent torn the holes. They are pretty expensive for stupid little clips that prob only cost like 4 cents to make.

You put the plastic where it goes, then put a washer then put in the clips, the washer will sandwich the plastic to the car where the holes are. Unless of course the holes are too big for a washer to cover.
I found a lower engine cover on eBay for $50, give it a shot. The best temp solution I can think of is to wrap each hole on both sides with duct tape and form a new hole with a razor knife. That should make it strong enough to make the plastic plugs hold it on till you can find a good one.
