brakes while doing u-turns

When i am doing a u-turn or a sharp turn into a driveway it feels like the brakes are being applied, i have to give it a lot of gas to continue the turn and when i straighten the wheel out everything is fine. not sure if its brakes or ebrake but its one or the other. i do not hear any grinding or rubbing noises what so ever, anyone every heard of this or know why this is? I put new pads and rotors on car but this problem has been happening before that. 6 months ago i put new parking brake hardware and i did tighten up the ebrake so it grabs tighter.
