However, once you throw in the test pipes (which will give you a legit 10 HP...but only if you adjust your A/F ration) and then you must get eng. man. and a tune.

A lot of mods w/out management and tune will actually make your car slower.

hmmm ok, a few more questions...

1.
if i went:
spacer + exhaust + tp
i would get 20+whp, but would benefit from a tune

2.
if i went:
mrev2 + spacer + exhaust + tp
i should get a tune to even be safe, but a tune would also be necessary for gains as an untuned setup would probably not be as good as 1 (above).

3.
in the case of 1, i could get a TS reflash, tell them my mods, be safe and get good gains. in the case of 2, i could get a TS reflash, tell them my mods, correct the safety factor, and get better gains than i would have in 1.

4.
i could go UTEC instead of TS reflash, learn to tune (which sounds appealing if its doable for a newbie), and street tune my car to run safely and at certain AFRs for either 1 or 2 above.

5.
if i did 4, would i need a wideband gauge? i already have a computer (pic) so im not sure if i could use that with utec software to give myself a gauge? (maybe something like this?) i know obd2 doesnt do wideband afr, or at least i havent seen it so far...

6. from what ive read of utec so far id want to start with a safe base map and tune to hit a target a/f . then if i had a dyno i'd advance timing from there to max out my gains and step back a little once no more power is made. if i were doing a street tune, this timing step wouldnt be possible since i wouldnt know where the gains started to diminish....so would i just be stopping when i hit my target a/f points? if so, would that mean i wont be gaining much hp by tuning and am really doing this for safety?

Beware of ricer math (as in option #1....spacer, tp, exhaust would not net u 20 whp...although u could easily get 25-30 w/ EMS and a tune).

It seems that you are capable of self tuning and since you don't have tuner options where you live, that is the way to go.

I would not even start modding my car if I was not planning on installing and aftermarket EMS and tuning. Therefore if you are committed to the UTEC, then you will benefit from mods.

You will get more HP is every situation - once the ECU has been reset adn the car learns for about 50 miles.

You will get MORE HP if you tune. The better the tune, the more HP. A TS reflash is a bottom level tune, however there are other benefits with it as well, like rev limiter increase, etc.

With wideband and an AF - you can further fine tune things, though you will not be tuning timing maps. TS will put in a new timing map and well as the fuel maps.

With a UTEC, you or a tuner, have ultimate control over timing and fuel mixtures and can, with the aid of a dyno, give you the best result.

youd have to be local in order for FI to do some custom piping to make it work, from the way i understand it.
