i would sand it down, it only takes 10 mins with a scuff pad and the point of sanding it is to make sure the paint sticks nicely
but this is up to you, as you physically can paint over it how it is, but the paint prob wont stick as well and once a rock hits it, prob will start pealing back instead of pitting
Here's a Pic of Mine.. i did it a little dif with a chrome outter edge with chrome mt fugi badge =0)

note: the better you prep the grill the better it will come out, just sand it nicely so its all dull and no more shiney areas and you should be fine
easy mod which goes a long way

For mine I sanded the original grille down with 400 grit to make sure everything was smooth. I did three coats of primer, then sanded that down with 500 grit. I did about 5 coats of black and then 3 clear.

I also ordered a Gialla Grille from Jose at Ionic Motorsports just in case it didn't turn out that well. I am surprised on how sharp it can make the car look for just a few hours of work.
