I'd check your connections, specifically your ground, but here is a good website with some info.

I would highly doubt it has to do with your battery since it's not consistent across the board (or even the other light). Bad battery is going to effect the entire system, not just a single ballast.

I agree with twarsop, sounds like a bad ground. If it were a bad batter that wouldn't be the only problem you would be having, you should get a circuit tester and see if any power is going thru your ground.

Shortly after I installed mine, I had a problem where the JDM HID fogs would turn themselves on in the rain. They stayed on even when I set the switch to use the in-headlamp fogs.

I solved it by putting the relays in a waterproof enclosure. Maybe you are getting water somewhere. Has it rained lately?
