Yes, the bulbs were tested alone. Testing them in their respective headlights would prove nothing. You'd have to find two equal bulbs to test in the housing. Since the OEM D2S is inherently brighter, proving that it's brighter in the projector housing doesn't really prove it's the projector that's doing the work.

i'm confused, I thought in your previous post you mentioned the D2R is inherently brighter (4800lm). If so, and you take a lumen measurement outside each housing, and the O6 headlights prove to have a higher lumen output (compared to an 03-05 housing with the D2R bulb) with the d2s bulb, that can lead one to deduce that the projector housing is providing the work for the higher output.
D2S: 3200lm, 4250K, 91lm/W, 35W
D2R: 2800lm, 4150K, 80lm/W, 35W
