HIDs not functioning after heavy rain

So basically this is the second time this has happened after a heavy rain that my HIDs stop working only differences this time I haven't got them to turn back on yet. After the rain I had noticed one of my fog lamps had collected a reasonable amount of water inside of it. When I removed the bulb from the housing I came to discover that it had exploded most likely due to the hot bulb making contact with the water. Another thing is when I bought the car the wheel wells were and have been non-existent. A lot of the wiring for the headlights is open and exposed to the elements, along with the fuse box next to the battery. Last time the lights came back on probably a day or two after once it had warmed up and dried out. What makes this time different is it's been a couple days and they still haven't turned back on. I'm curious as to if it might have something to do with moisture being present in the connections or it basically is shut off because he needs to be reset? I have already checked the fuses that belong to the headlights and none have blown. Another thing I should mention is it's only the hid headlights that aren't functioning the amberish colored running light / blinker functions fine. Let me know what y'all's thoughts or solutions might be.

Those wheel well covers are REQUIRED, that is not an optional piece of plastic. Sounds like something got wet and blew a fuse probably since you lost everything.
