Wax does nothing. It's a protectant.
Cleaner wax has very mild abrasives very similar to plastic polish.
Just to clarify. I mean really, we are talking about headlight covers.

I've used nothing BUT wax (Zymol, Mother's) on mine since I bought it new last FEB and I've never had an issue with clouding, yellowing, anything. They look as clean as they it came off the showroom.
A good cleaner wax like Zymol should work just fine.
I'm not saying the other stuff won't do the trick, merely observing that I've never needed to use anything different from what I use on the paint.

The 3M rubbing compound works great. You can also, depending on how bad the lights look, wetsand them with 1500 or 2000 grit sandpaper...again depending on how bad they are. Then go over them with the rubbing compound and finally with a plastic polish. I got this method from my acura forum and it worked great.
Living here in Hawaii where we get rain followed by humidity I find myself using the 3m pastic cleaner about every other month. I keep a bottle handy I highly recommend you continue to use the stuff because they will get dull again. My last two cars have had xenons has anybody else noticed this problem on cars with halogens?
WAX OR PLASTIC POLISH?
It occurs to me both might work. The wax doesnt remove the residual film, but it probably puts an even coat on the headlight cover such that all the irregularities of the surface is covered up, thus producing a smooth, clear surface. It's the same effect as when you wet the cover with water (or windex) and temporarily see a blemish-free cover, until it dries up.
So maybe it's a good idea to use plastic polish first, then wax it to protect it
My headlights have the same foggy problem, and one of them even has a crack in the reflector. I'm gonna try to see if I can get them both replaced under warranty by claiming poor workmanship....
