Mainly yes calcul8. The pads are the ones that are the main culprit for excessive dusting. However, adding slotted rotors but still using the OEM pads will now cause more dusting as the slots will wipe the pad everytime it goes over it during braking. Good performance pads will dust everytime. The reason for this is during the bed in process, what you are trying to achieve is the transfer of the pad to the rotor. Doing so gives you a better braking surface for the pads to work with. Imagine rubbing a rough surface with a smooth surface, then rubbing two rough surfaces together. You want the latter.
My frist brake upgrade was the Stoptech stage 2 kit (rotors, pads and lines). It was a nice setup over OEM and eliminated dusting by using (IIRC) Hawk HPS pads. The only complaint about those pads was you needed to do a quick series of braking to warm them up to get an initial good bite. The braided lines also made a significant difference to the feel of the pedal/braking. Got rid of the moosh feeling when pressing down on the pedal.
