This whole thread and the petition is useless IF you are complaining only about attaching the plate. I can understand the state wanting them displayed and I can live with that much.

Texas requires that you display a front license plate, NOT that it needs to be attached.

Texas Administrative Code, Title 37 (Public Safety and Corrections), Part 1 (Texas Department of Public Safety), Chapter 15 (Driver's License Rules), Subchapter C (Examination Requirements), Rule § 15.54 (VEHICLE INSPECTION)

Directly from Texas Secretary of State's website:
http://secure.sos.state.tx.us/pls/pu...=1&ch=15&rl=54

Scroll down to line F.

(F) Registration. A vehicle must have current registration or valid metal dealer plates or buyer tags (dealer in-transit tags are not acceptable). State law only requires that the plates be displayed to the front and rear; there is no requirement for the plates to be attached.
Texas peace officers can only enforce the vehicle inspection requirements on your car while it is on the road. Print yourself a copy of this and put it into your glove box. Or for those of you who already have a ticket, take a copy of this into the court and argue your case.

You car can pass inspection without a front license plate attached because that is the regulation. They can't cite you for driving without one attached.

I myself have gotten out of 10 citations or "fix-it" tickets by either showing and explaining this to the officers on the spot (who KNEW this was the regulation) or to the JP/municipal court.

Never paid 1 fine.

Educate yourself a little bit and there will be fewer problems.

Having that paperwork got me out of 3 tickets from APD just by bringing it down to municipal court and explaining to the desk clerk. They can look up the vehicle inspection requirements as well.
