does anyone know why the gas stations near downtown LA is soo expensive? does it have to do with rent? or regional taxes?

I saw this on yahoo news:

its probably cause of the credit card transaction fee. they pay the fee for us.

last night i was with a friend, we went to three gas stations and all of them had "Out of order" signs for credit/debit use.
