just file a dispute with paypal.. from what i know.. it will show up on his credit score every time paypal gets involved.. but who knows.. either way.. hes a dick and someone ban his damn ip.

Post office would have contacted the sender or returned the package to the sender I doubt they would just hold on to it for no reason
