Hey Shane I keep getting told by PDR guys that they can't do anything paintless with this dent because of its specific placement on the rear fender. Do you think you could get to it and pop it out?

Yeah, that's pretty bad. I would say I could possibly get it 75-85% better. Deep crease plus very challenging location, bad leverage, bad access.
